Finalize Report to 2022 Special Town Meeting

Tonight, the board will finalize its report to the special town meeting. There are three zoning articles. The board voted on them during a previous meeting; tonight we're just working on the report.

STM Article 2 - Family Child Care

This article proposes to change the use "family child care" from special permit to by right.

(Jenny Raitt, Planning Director) Ms. Raitt notes that family child care is not an allowed use in the industrial district. She asks if the board would like to amend their earlier vote by allowing family child care in that district as well, as there are single-family homes there.

(Eugene Benson, ARB) Mr. Benson objects to allowing that use in the industrial district. He'd rather reserve them for industrial uses.

(Jenny Raitt) Ms. Raitt says that Ms. Lynema looked at the licensed child care facilities in town. All of them are in the residential districts.

(Kin Lau, ARB) Mr. Lau would prefer to leave out the industrial district.

(Melisa Tintocalis, ARB) Ms. Tintocalis has no feelings either way.

(Steve Revilak, ARB) Mr. Revilak is fine with the main motion as-is, where home child care isn't allowed in the industrial district.

STM Article 3 - Signs

This article would create a category of signs for use on shared mobility stations (e.g., BlueBikes) and EV charging stations.

The board discusses proposed edits, and decides to strike them.

STM Article 4 - Non-conforming single- and two-family dwellings

This article would remove section 8.1.3(C) from our zoning bylaw, due to conflicts with case law.

There's some wordsmithing on a few sentences in the Discussion section of the report.

There's a motion to adopt the report to special town meeting, as amended; passes, 5--0.

Mr. Lau asks when the board will go back to meeting in person. Probably after town meeting ends, since town meeting is being held virtually and several board members need to attend both ARB meetings and town meeting.

The board adjourns to town meeting.
